<p>Mr. Viren Sinha has taken over as Chairman &amp; Managing Director (C&amp;MD) of the Company with effect from January 1, 2012. He succeeds Mr. S K Mukherjee. Prior to his appointment as C&amp;MD, Mr. Sinha was Director [Service Businesses], overseeing the Tour &amp; Travel and Logistic businesses of the Company. In his 31 years of experience, 2 years were outside Balmer Lawrie. During his tenure in the company, he has successfully handled diverse leadership roles in Sales &amp; Marketing, Operations and Materials Management, including 11 years as the Head of Company’s operations in UK.</p>

He has 33 years of experience, of which 24 are in Balmer Lawrie in HR &amp; General Management roles. He has been responsible for reorienting the HR paradigm of BL and modernising the HR systems &amp; processes of the legacy company.</p>

			<content:encoded><![CDATA[<p>It has been reported in certain sections of the media that the Income Tax Department has asked BGR <a href="http://www.indiaprline.com/tag/energy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Energy">Energy</a> Systems Limited to pay INR 107 crore as additional tax related to 12 of its projects.<br />
Responding to media queries, Mr P. R. Easwar Kumar, President &amp; Chief Financial Officer, <a href="http://www.indiaprline.com/tag/bgr-energy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with BGR Energy">BGR Energy</a>, has clarified that there is no demand from the Income Tax Department and that the report is false. But the company has received a show cause notice from the Central Excise Department claiming additional Service tax by wrongly combining supply portion contract and service portion contract. <a href="http://www.indiaprline.com/tag/bgr-energy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with BGR Energy">BGR Energy</a> has 30 days to respond to the notice.</p>
<p>The company has already paid the service tax on the service portion and no tax is applicable on the supply portion of these contracts.<br />
The company is confident that there will not be any liability of service tax of INR 107 crore that has been claimed by the Central Excise Department.<br />

			<content:encoded><![CDATA[<p class="MsoNormal" style="text-align: justify;"><strong><span>Hyderabad, August 12, 2011</span></strong><span>: </span><span>ICSA (<a href="http://www.indiaprline.com/tag/india/" class="st_tag internal_tag" rel="tag" title="Posts tagged with India">India</a>) Ltd, (BSE: 531524), provider of embedded technology solutions and infrastructure deployment services for the power sector, is pleased to announce its unaudited financial result with a 13.45 % rise in Income from Operations at Rs. 348.53 Cr for the quarter ended on 30th June 2011, as compared to Rs. 307.22 Cr in the corresponding period of the previous year.</span></p>
<p style="text-align: justify; line-height: 115%;"><span style="font-family: Calibri;">PAT (Profit After Tax) declined by 12.60 % when compared with corresponding quarter of the previous year, to Rs. 24.28 Cr for the quarter ended June 30, 2011 from Rs. 27.78 Cr for the quarter ended June 30, 2010.</span></p>
<p style="text-align: justify; line-height: 115%;"><span style="font-family: Calibri;">Basic EPS for the quarter ending 30th June, 2011 stood at Rs. 5.07 as against Rs. 5.87 for the quarter ending 30th June, 2010, a decline of 13.63 %.</span></p>
<p style="text-align: justify; line-height: 115%;"><span style="font-family: Calibri;">Similarly, Income from Operations which is Rs. 348.53 Cr for the quarter ending June 30, 2011 declined by 14.17 % over Rs. 406.08 Cr for quarter ending March 31, 2011. </span></p>
<p style="text-align: justify; line-height: 115%;"><span style="font-family: Calibri;">Similarly, PAT for the quarter ending June 30, 2011 is Rs. 24.28 Cr as against Rs. 33.02 Crores for quarter ending March 31, 2011, showing a decline of 26.47 %. </span></p>
<p style="text-align: justify; line-height: 115%;"><span style="font-family: Calibri;">As a result, Basic EPS for the quarter ending June 30, 2011 also declined by 26.84 % to Rs. 5.07 from Rs. 6.93 for quarter ending March 31, 2011.</span></p>
<p style="text-align: justify; line-height: 115%;"><span style="font-family: Calibri;">The total order book for the company as on quarter ending June 30, 2011 stands at Rs. 1595 Cr. as against Rs.1496 Cr at the end of quarter ending March 31, 2011. </span></p>
<p style="text-align: justify; line-height: 115%;"><strong>Commenting on the results, Mr. G. Bala Reddy, Managing Director, ICSA (India) Ltd said, “We’re pleased to announce our Q1 numbers for FY2011-12. Dr Babu is one of a distinguished list of high-level, global energy experts who will address some 300 delegates at the only event focusing on both renewable and cleaner fossil power.</p>
<p>Clean Power Asia will also give Thailand the opportunity to showcase its green track record and showcase the many investment opportunities the renewable energy industry offers.  “Thailand is committed to the low-carbon pathway”, says Dr. Twarath Sutabutr, Deputy Director-General, Department of Alternative <a href="http://www.indiaprline.com/tag/energy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Energy">Energy</a> Development and Efficiency, in Thailand’s Ministry of <a href="http://www.indiaprline.com/tag/energy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Energy">Energy</a>.</p>
<p>With regards to investment opportunities in Thailand, the country’s ministry of Energy says alternative energy resources provide a practical link between the country’s agricultural competitive advantages and its domestic energy needs.  Dr. Sutabutr explains:  &#8220;Thailand is committed to the Low-Carbon pathway, as stated in the new National Economic and Social Development Plan (11th plan), due to the fact that Thailand is a net-importer of fossil fuels.  The only way to be independent from the importation is to go along the &#8220;Green and Clean Energy&#8221; corridor, including Renewable Energy &amp; Energy Efficiency and maybe Nuclear Energy.&#8221;</p>
<p>Thailand’s ministry of Energy and the local utilities, EGAT and PEA ENCOM, are officially supporting Clean Power Asia, during which some 300 delegates will hear from power experts from more than 14 countries in the region who will report back on renewable and cleaner fossil power projects including from Thailand, Singapore, Korea, China, the Philippines, India, Australia, Indonesia, Cambodia, Vietnam, Laos, Malaysia, India, Pakistan and Iran.</p>
<p>Thailand&#8217;s current steps towards the Clean Energy pathway<br />
The two site visits on the programme of Clean Power Asia will offer delegates the rare opportunity to explore two of the most prominent solar power projects in Thailand, namely the Ned Project, which is the world’s largest silicon thin-film solar farm, and the BCP solar power project.</p>
<p>Renewable investment opportunities in Thailand include:</p>
<p>Ethanol:  The Energy Ministry has already short listed 15 local biomass power plants for foreign company investment, under the United Nations’ Clean Development Mechanism (CDM) of the Kyoto Protocol.</p>
<p>Solar Cells:  Thailand continues to make significant strides in solar generated electric capacity.  Currently, much of Thailand’s solar-panels are made for export, but solar energy development now also offers great potential for filling a domestic energy demand, particularly in remote rural and mountainous regions.</p>
<p>Wind Power:  The Thai government offers subsidies for electricity produced by wind power. In a recent example of this technology’s potential, a tapioca flour processing plant, eliminated the 8,000 liters/day of fuel oil formerly used in the production process, and cut 40% in production costs.</p>
<p>Biodiesel:  The government has a target of 4.25 million litres/day of biodiesel, for a 7% consumption substitute of diesel by the year 2011.  Palm oil, one of the most readily available inputs for biodiesel production can be found in abundant quantities in Thailand.</p>

<p>Mr. Gupta brings with him an experience of more than thirty years in financial management. In his earlier capacity as Group Chief Financial Officer, Al Suwaidi Group he was responsible for finance functions at corporate level and was deeply involved in strategic business &amp; financial planning, fund raising, driving <a href="http://www.indiaprline.com/tag/it/" class="st_tag internal_tag" rel="tag" title="Posts tagged with IT">IT</a> initiatives of the group. He also held additional responsibility as General Manager for one of their manufacturing businesses and was responsible for overall operations of that business. Earlier positions held by him include Finance Head with Samtel Color Limited, Vice President, Finance with Fenner India Limited and Deputy General Manager, Finance with Birla Yamaha Limited.</p>
<p>Mr Gupta was involved in raising venture capital funding &amp; large term debts for the Samtel group and was involved in taking one of the first companies of the HCL group public in the year 1984.  He has tremendous experience in strategic business &amp; financial planning, fundraising for capex &amp; working capital and driving IT based ERP systems for organizations. Mr. Gupta has completed his B.Com (Hon.) from Delhi University and is a Chartered Accountant from Institute of Chartered Accountant of India.</p>

<p>Untapped renewable potential<br />
“It is clear that Southeast Asia offers large potential for renewable energy sources, most still untapped”, says Elly Kreijkes, Clean Power Asia project director, “given the region’s rapid economic growth, increasing energy demand, growing environmental pressures, low rural electrification levels, and heavy reliance on fossil fuels and traditional biomass.”</p>
<p>She continues:  “The ASEAN-6 countries are diverse in terms of their renewable potential when calculated on a per-capita or per-GDP basis. In absolute terms, Indonesia, for example, has the highest total realisable potential for renewables across all sectors; in per-capita terms, Malaysia has the largest renewable electricity potential; and Vietnam shows the highest potential for renewable electricity in terms of its level of economic development.”</p>
<p>According to Clean Power Asia’s Elly Kreijkes some countries have above average per-capita potential levels relative to their population share; “for example, Malaysia for renewable electricity and Singapore for renewable heat (especially solar thermal).  Thailand and Malaysia have similar renewable electricity potential, but Thailand’s per-capita GDP level is half that of Malaysia. Nonetheless, Thailand has implemented much more ambitious targets and incentive mechanisms than Malaysia.”</p>
<p>Reality of the current utility energy mix<br />
Elly Kreijkes notes that:  “Although the current events in Japan have certainly brought home again the dangers of nuclear power generation, all governments have been facing the challenge of securing energy supply and optimizing the energy mix in a more environmentally friendly way in order to meet the targets set by the Kyoto Protocol.  Given the fact that the majority of power production still comes from conventional and only a small, albeit growing, percentage comes from renewable, there is a real need to reduce CO2 emission on the conventional side.”</p>
<p>She explains that Clean Power Asia will provide a platform to exchange valuable feedback with regards to renewable and cleaner fossil power projects in the region, from technology to finance to implementation:  “Thailand is very advanced in their renewable energy policy and initiatives so other countries will learn from this.  The solar development in Thailand, bioenergy and hydro power developments in Malaysia, geothermal developments in Indonesia and cleaner fossil power projects in India and China will provide excellent opportunities for countries to learn from each other.</p>
<p>Clean Power Asia will present more than 20 case studies from countries such as Thailand, China, Philippines, Indonesia, Cambodia, Vietnam, Laos, Malaysia, India, Pakistan and Iran, including:</p>

			<content:encoded><![CDATA[<p>Fremont, CA, April 14, 2011 – <a href="http://www.indiaprline.com/tag/delsolar-usa/" class="st_tag internal_tag" rel="tag" title="Posts tagged with DelSolar USA">DelSolar USA</a>, a subsidiary of DelSolar Co. Ltd., completed a 1MW solar PV project for U.S. Foodservice Inc in Livermore, CA, which is the first one in a series of similar projects for the national food distribution company.</p>
<p>The solar system installed at U.S. Foodservice’s San Francisco Distribution Center utilized 4,354 pieces of DelSolar’s D6P230A3E multi-crystalline 230Wp PV module. It included a 759kW rooftop section and a 241kW carport, which will together generate approximately 1,380,227kWh/year, equivalent to an annual energy consumption of about 194 homes in California. The second PV project is expected to take place at a different site later this year.</p>
<p>Stephen Torres, Director of DelSolar USA added, “ The PV project at U.S. Foodservice’s San Francisco Distribution Center validated DelSolar’s turn-key capabilities for large commercial and utility-scale projects, as well as the broad acceptance of our c-Si technologies in the US market. We are excited about the opportunity to deploy additional large-scale solar solutions at other US Foodservice facilities over the next 12 months.”</p>

<p>The beauty of dimming is that by dimming 10%, your naked eyes won’t even notice the difference in light level as your pupils will automatically enlarge to allow more light in.  So you can virtually save energy without noticing the change in light level. Beside, dimming can give you the desirable light level for different activities. Some activities like reading require brighter light level while other activities like dinning or listening to music need lower level and more ambiance.</p>

<p><span>Dr. Abdullah was delivering the inaugural address to the 2-days conference on Rural Energy Security through Distributed Clean Generation (RuDiCON 2011), organized by Indian Merchants&#8217; Chamber on March 18. Dr. Abdullah delivered the address online through video conferencing facility, as he could not come to Mumbai because Parliament was in session.</span></p>

<p><span>Continuing, Dr. Abdullah said that India should make a gradual switchover to renewable energies, as coal and diesel prices were rising and becoming unaffordable. In view of this, the Union Government had launched Jawaharlal Nehru Solar Mission last year with an ambitious programme to set up an installed solar power generation capacity of 20,000 MW by 2022.</span></p>

<p><span>&#8220;Of this, already a total of about 1,300 MW capacity has been set up in different States and bidding will be done for an additional 300 MW capacity soon&#8221;, is the Minister said and emphasized the need to indigenize the equipment manufacture for reducing the cost of solar panels and machinery.</span></p>

<p><span>Dr. Abdullah also announced the Government&#8217;s decision to make Maharashtra&#8217;s popular pilgrimage centre, Shirdi, into a &#8220;Green Town&#8221; which would fully rely on renewable energies.</span></p>

<p><span>Mr. Suresh Prabhu, who delivered the keynote address, said that demand for power always outgrew supply during the 11<sup>th</sup> Five-Year Plan, &#8220;when India was not able to reach the Plan targets for power generation, and the average shortfall was about 9%, and peak-hour shortage was 19%&#8221;.</span></p>

<p><span>Emphasizing that the government should accord top priority to bolster the power generation capacity, he said, &#8220;Today, more than 50% of India&#8217;s irrigation consists groundwater tapped with the help of electric pump sets. Therefore, supply of power to farmers is of utmost important&#8221;.</span></p>

<p><span>Mr. Prabhu said that setting up of super Thermal Mega Power plants and contralised National Grid were expensive and faced huge natural risks, besides leading to huge losses during transmission and distribution. He referred to the proposed 9000 MW N-Power Plant and Jaithapur and said even a developed country like Japan could not avert the natural calamity and resultant risks.</span></p>

<p><span>&#8220;In view of this, it is utmost important that India should look for the option of supplying distributed clean energy to rural areas&#8221;, he said, among such clean energies that should be tapped were solar wind, biomass and geo thermal energies. &#8220;I urge IMC to prepare an Action Plan in this respect for submission to the Union Government soon&#8221;, he said</span></p>

<p><span>Addressing a session on &#8220;Policy, regulatory framework and missions&#8221;, Mr. Harry Dhaul, Director-General, Independent Power Producers&#8217; Association of India, said that implementation of any plan to supply clean energy to villages would face formidable problems at the ground level which were typical to India.</span></p>

<p><span>He said his organization had a lot experience in this respect and would be willing to share it with IMC for preparing an Action Plan.</span></p>

<p><span>Mr. Lawrence Van Kampen–Brooks, representative of Tricor PLC, said that many new technologies such as &#8220;wireless transmission of energy using laser beams&#8221; over short distances were now available for use in local areas and households.</span></p>

<p><span>Mr. Pramod Deo, chairman of Central Electricity Regulatory Commission, said the government was disbursing huge amount of subsidies for encouraging use of renewable energies, which were generally more costlier than conventional sources like coal and oil.</span></p>

<p><span>&#8220;The government&#8217;s objective is to achieve a grid parity within next seven or eight years, when the cost of fossil fuel is expected to rise and the cost of generation of solar wind and other clean energies will decline. We need to continue the subsidy for use of clean power till that stage,&#8221; he said.</span></p>

<p><span>With 34 Oil &amp; Gas Blocks on  offer in the 9<sup>th</sup> Round of New Exploration &amp; Licensing Policy  (NELP), Government of <a href="http://www.indiaprline.com/tag/india/" class="st_tag internal_tag" rel="tag" title="Posts tagged with India">India</a> is looking for more investment in the Exploration  &amp; Production Sector said, Mr Sudhir Bhargava, Additional Secretary, Ministry  of Petroleum &amp; Natural Gas at the Interactive Meet on NELP-IX organized by  Confederation of Indian Industry (CII).</span></p>
<p><span> </span></p>
<p><span>Mr Bhargava highlighted that Indian  sedimentary basins are relatively underexplored. Before NELP, only 11% of total  prospective area was explored which is now around 58%. An investment of US$ 16  Billion has been made till the 8<sup>th</sup> Round of NELP and we look forward  to repeating the same success as before.</span></p>

<p><span>Mr S K Srivastava, Director General,  Directorate General of Hydrocarbons stated that the area around Andaman &amp;  Nicobar islands has potential block sizes ranging from 20 sq km to 100 sq km. He  said that there are very few such potential &#8216;Elephant&#8217; block opportunities  available anywhere in the world.</span></p>

<p><span>Mr Srivastava emphasised that  India offers a huge and growing  market for hydrocarbons. For several hydrocarbon companies across the world,  finding markets for selling their products is a big concern. India  will continue to be an attractive market as demand for oil and gas is expected  to grow exponentially.</span></p>

<p><span>Mr Sashi Mukundan, Chairman, Core  Group on Upstream, CII National Committee on Hydrocarbons &amp; Country Head, BP  Group Companies in his welcome remarks stated that India  is aggressively pursuing domestic oil and gas exploration and production to meet  its burgeoning energy demand. The New Exploration and Licensing Policy (NELP)  has been a huge success in this regard and a strategic vision and technological  roadmap is required for Indian upstream sector, as we all know that India  is endowed with 138 billion barrels of oil and oil equivalent gas. A majority of  these are yet to be found and believed to be located in frontier, deep and ultra  deep waters, areas which are complex and difficult to access  areas.</span></p>

<p><span>The National Mission for Enhanced  <a href="http://www.indiaprline.com/tag/energy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Energy">Energy</a> Efficiency (NMEEE) of NAPCC has ushered in a unique programme, Perform,  Achieve and Trade (PAT), a market-based mechanism to enhance cost-effectiveness  in improving industrial energy efficiency through certification of energy  savings that could be traded and will lead to saving of 10 MMT of oil equivalent  out of 23 MMT of the total target of NMEEE, said P. Uma Shankar, Secretary,  Ministry of Power today in a stakeholders consultation forum jointly organized  by BEE and Confederation of Indian Industry (CII) in New Delhi. </span></p>
<p><span> </span></p>
<p><span>PAT will be functional by April 2011  and is likely to result in savings of 9.78 million metric ton of oil equivalent  (MMTOE), which amounts to an avoided capacity of 5623 MW over a period of three  years and this is going to be a unique mechanism to ensure the efficient  consumption of energy in international arena, told Mr. Gireesh Pradhan,  Additional Secretary, Ministry of Power </span></p>
<p><span> </span></p>
<p><span>The inclusive success of this of one  its kind innovative scheme, lies in the level of  involvement and  participation from all stakeholders and further aligning of their individual  objectives with this national objective, remarked Mr. Ashok Lavassa, Additional  Secretary, Ministry of Power. </span></p>
<p><span> </span></p>
<p><span>The Millennium Development Goal  (MDG) of &#8220;Poverty Alleviation&#8221; is one of the basic objectives of NMEEE and PAT  will create a sustainable trading mechanism to ensure market based pricing of  energy, innovation and adoption of efficient technologies in this domain, added  Mr. Banmali Agrawala, ED, Tata Power Ltd and Chairman, CII National Committee on  Power. </span></p>
<p><span> </span></p>
<p><span>The MoP has notified 563 Designated  Consumers (DCs) in eight industrial sectors thermal power plants, fertilizer,  cement, pulp and paper, textiles, chlor-alkali, iron and steel and aluminium.  DCs have to comply with the energy conservation norms and prescribed standards  as per the EC Act 2001 and need to furnish the reports on their respective total  energy consumptions and Specific Energy Consumption (SEC) based on Gate to Gate  concept. The mechanism will further call for a setting up of baseline for  individual target for saving at plant level and the issuance of Energy Saving  Certificates (ESCerts) which will be traded over the counter as well in the  energy exchanges and in the event case of default or non-compliance will attract  a heavy penalty, shared Dr. Mathur. He also mentioned that the energy efficiency  improvement targets would be unit-specific; this means that each DC would be  required to reduce its SEC by a fixed percentage, based on its current SEC (or  baseline SEC).</span></p>
<p><span> </span></p>
<p><span>BEE is designated as the overall  regulator and dispute resolution agency and Energy Efficiency Service Ltd.  (EESL) as the process manager in this entire mechanism. The scheme aims to  provide incentives to industry to achieve better energy efficiency, beyond the  specific energy consumption (SEC) stipulated for each DC. The first cycle of PAT  which is going to be started from April 2011 aims to cover eight industrial  sectors to achieve higher energy efficiency in a span of three years. The  subsequent PAT cycle will include more sectors in addition to these eight. It  sets in place a monitoring and verification mechanism for the SEC (including  auditing by an accredited verification agency), and the processes for issuing  and trading in ESCerts as well as the use of ESCerts across sectors and their  synergy with renewable energy certificates. </span></p>

</strong>“In today’s scenario in the Indian utilities, there is a lag in the financial, technical and operational aspects which is leading to unsatisfied customers”, says Loubna Aghzafi, project director of <strong>Smart <a href="http://www.indiaprline.com/tag/energy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Energy">Energy</a> India</strong>.  She continues:  “the Smart Grid is the new revolutionary technology which is envisaged as a dynamic link between the Generator and the end user, taking on board the other stake holders like distributers and transmitters.  <strong>Smart Energy India</strong> serves as an open platform forum where the latest and most effective trends in <a href="http://www.indiaprline.com/tag/smart-grids/" class="st_tag internal_tag" rel="tag" title="Posts tagged with smart grids">smart grids</a> are discussed by representatives from implementing utilities across the globe.”</p>
<p><strong>Smart Grid an enabler of renewable energy</strong><br />
“There is no doubt about India’s commitment to renewable energy”, says <strong>Smart Energy India</strong>’s Loubna Aghzafi.  She continues:  “for Indian utilities to be more efficient and smarter we need the right technology and the smart grid’s “killer application” is renewable energy integration:  in other words, the ability to introduce huge amounts of renewable energy safely and reliably.”</p>
<p>The United States-India Business Council has created a new solar power task force to promote international trade and investment between the two countries in Asia’s budding solar power market.  The Indian government has announced that it aims to shore up the country’s solar power capacity to over 20,000 megawatts by 2022.    Furthermore, the Indian government is currently working to achieve the first 1,100 MW of solar generation by March 2013.</p>

<p><span>The study estimates that if  the blending initiative of 2% Jatropha based Biodiesel are achieved in year  2011-12, India will save around Rs. 3000  crores and will generate revenue of around Rs. 5500 crores in the rural economy  with an opportunity of investment to the extent of Rs. 1700 crores on an annual  basis. This initiative would also help in reduction of Green House Gas emission  by 3 Million Metric Tonnes (MMT) on an annual basis. (*Details on the cost  estimation attached as Annexure-I)</span></p>

<p><span>The CII study recommends  that the present procurement price of Rs. 26.50/litre as per the Government  declared Biodiesel Policy, should be reviewed and corrected realistically to  sustain the investment and required growth of the Biodiesel sectors. The  Government should create a suitable policy framework (incentives, grants etc.  and the distribution mechanism) to make this price of Biodiesel self-sustainable  and have an average procurement price of Jatropha seeds at ` 6,000/tonne to  ensure no migration of food land for fuel crops and <a href="http://www.indiaprline.com/tag/business/" class="st_tag internal_tag" rel="tag" title="Posts tagged with business">business</a> viability for  conversion of seeds to Biodiesel. This will create a   pull for  Biodiesel demand to accelerate the development of the industry, which requires  periodic revisits (bi-annually).</span></p>

<p><span>These immediate actions  will make &#8220;Biodiesel Blending&#8221; a sustainable  proposition.</span></p>
<p><span> </span></p>
<p><span>Record fluctuation in the  oil market pricing in recent years has created a security threat to India&#8217;s  crude oil imports and resulted in increased financial burden on the global  economy. It has also created an opportunity for easier adaptation and  integration of Biofuels in the energy portfolio. To counter and mitigate the  security threat in dieselized economy like India,  biodiesel may be used as a true supplement to fossil diesel with appropriate  technological, financial and policy interventions. </span></p>

<p><span>Biodiesel from Jatropha, a  non edible Tree Borne Oil (TBO) which generates a significant opportunity of  employment, is a potential source of revenue for the farmers without giving rise  to the &#8220;Food vs Fuel&#8221; debate.</span></p>

<p><span>Presently, Government has  approved the price of Biodiesel conforming to the IS14214 at Rs. 26.50/litre  through &#8220;Biodiesel Purchase Policy&#8221; for blending by Oil Marketing Companies  (OMCs). This price is not suitable for the growth of the industry and other  stakeholders&#8217;.</span></p>

<p><span>There are several countries  in the World, which have successfully developed their Biofuels sector by  suitably addressing and favourably converging the above factors and developing  successful and sustainable models for catalyzing its growth. World over  second-generation Biofuels are emerging as the solution to the issues faced by  first-generation Biofuels, information on which is still scattered. <strong><span> </span></strong></span></p>

<p><strong><span>Background</span></strong>: CII in  partnership with MNRE has come out with a report on &#8220;Realistic Cost of Biodiesel  in India&#8221;. The finalization of the  report saw a active participation from all the stakeholders especially by Tariff  commission , Ministry of Commerce and Industry and Petroleum Planning and  Analysis Cell( PPAC), Ministry Petroleum and Natural Gas which focused on the  detailed methodologies  and pricing strategy of Biodiesel price in India.  Few of the Biodiesel processing units have even closed down their businesses due  to lower prices . This situation sparked off the need for a realistic study on  the cost of Biodiesel considering the contribution of several elements in the  entire value chain.</p>

<p><span>Given continuing uncertainties with  regard to supplies, <a href="http://www.indiaprline.com/tag/energy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Energy">Energy</a> security has emerged as a matter of priority and  concern for India. Acquisition of energy assets  overseas and diversification of oil and gas supply base therefore, assume  greater urgency. This was stressed at the CII organised Round Table Session on  Overseas <a href="http://www.indiaprline.com/tag/energy/" class="st_tag internal_tag" rel="tag" title="Posts tagged with Energy">Energy</a> Assets Acquisition on 22<sup>nd</sup> December at New Delhi. </span></p>
<p><span> </span></p>
<p><span>Though India has achieved some  success on this front however it urgently requires a value added strategic and  competitive roadmap towards acquisition of overseas energy assets and in this  background a CII study on <strong><em><span>&#8220;Energy Assets Acquisition: A  Comparative Analysis of India and China Policy&#8221;, </span></em></strong>was released and  discussed at this Round Table Session.</span></p>
<p><span> </span></p>
<p><span>While releasing the CII Study, Dr.  Kirit Parikh, Chairman, IRADe highlighted some of the key risks  these included  supply side risks, price risks and technical risks. However, these risks as well  as resource nationalism can be minimized to a large extent by owning resources  in different countries. There should be an integrated approach for Energy  Security, he emphasised. </span></p>
<p><span> </span></p>
<p><span>Mr. Vivek Kumar, Joint Secretary,  Ministry of Petroleum &amp; Natural Gas; and, Mr. Prabhat Kumar, Joint  Secretary, Ministry of External Affairs, also addressed the Roundtable and  highlighted issues like demand &amp; supply gaps of energy resources,  strengthening competitiveness of Indian companies, sovereign fund, improvement  in energy mix, etc. </span></p>
<p><span> </span></p>
<p><span>Mr. G C Saxena, ED, ONGC Videsh Ltd.  emphasized on world energy demand that is expected to expand by 45% between now  and 2030 with an average rate of increase by 1.6%. He emphasized on building a  national strategy for company acquisition, venture into unconventional assets  and frontiers unexplored areas. </span></p>
<p><span> </span></p>
<p><span>The CII Study has highlighted that  the Chinese companies spent a record US $ 32 billion in 2009-10 for acquiring  energy assets overseas versus India&#8217;s single US $ 2.1 billion  investment by ONGC for the same period. India produced 8.8 million tonnes of oil and gas  from its overseas assets in comparison to China&#8217;s  production of 800 million barrels of oil and gas from its overseas assets for  the same period. India is also facing an uneven contest to close the gap with  China, which is dipping into US $ 2.5 trillion of foreign currency reserves to  buy stakes in oil and natural gas fields, compared with India&#8217;s US $ 250 billion  in for in foreign exchange reserves. </span></p>
<p><span> </span></p>
<p><span>The CII Study therefore recommends  that India needs to engage energy rich  countries in a very strategic manner backed by its energy diplomacy and foreign  policy for ensuring continuous availability of commercial energy at competitive  prices to support economic growth. To enhance the success rate of Indian  companies for overseas energy acquisition the CII study has come out with some  comprehensive recommendations which can be reference point for policy  makers.</span></p>
<p><span> </span></p>
<p><span>Key recommendations of the study  are: (i) <strong><span>Greater autonomy to Indian  PSUs</span></strong>  creation of a core team and a well defined strategy for timely  decision and fund allocation to acquire energy assets overseas,  (ii)  <strong><span>Sovereign energy fund</span></strong> for  financial support to Indian companies  providing much needed confidence to  compete in the global oil and gas asset market, (iii) <strong><span>Domestic Joint Venture</span></strong> for overseas  investments to create financial leverages required to successfully bid for  overseas investments, (iv) <strong><span>Promotion of  private companies</span></strong> to enhance energy acquisition to expand India&#8217;s  competitiveness in international arena, (v) <strong><span>Capacity building</span></strong> in resource rich  countries by creation of a sound oil and gas infrastructure, and (vi) <strong><span>Energy diplomacy</span></strong> through deepening  political exchanges as well as economic &amp; commercial linkages with energy  surplus countries. </span></p>

<p><span>Other recommendations are  Joint  ventures with international majors; Acquiring Assets in energy rich neighbouring  countries; Two imports and one export strategy; Leveraging concessional line of  credit &amp; technical assistance; and need to build a comprehensive research  set up for timely and positive beneficial decision. </span></p>

<p><span lang="EN-IN"><span>·<span> </span></span></span><span lang="EN-IN">A single window clearance / approval  system may be put in place for government approvals for acquisition of overseas  energy assets. </span></p>
<p><span lang="EN-IN"><span>·<span> </span></span></span><span lang="EN-IN">Depending upon the magnitude of  investment, nature of asset, geographical location etc., MoP&amp;NG may classify  energy assets for acquisition by PSUs depending on their inherent strengths,  core competencies, presence and exposure. </span></p>
<p><span lang="EN-IN"><span>·<span> </span></span></span><span lang="EN-IN">PSUs may also be allowed to form  consortium with PSUs and private companies from other sectors, as per  requirement, in specific cases. </span></p>
<p><span lang="EN-IN"><span>2.<span> </span></span></span><strong><span lang="EN-IN">Sovereign energy fund: </span></strong><span lang="EN-IN">An enriched sovereign energy fund should be created to provide  financial backing for Indian companies looking to acquire oil and gas assets  abroad. Besides easy financing, it would also provide much-needed confidence to  compete in the global oil and gas asset market. Financing for acquisition of oil  and gas assets may be carried out by the PSUs through their own resources, as  far as possible. However, sovereign funds could be used to commit additional  strategic investments, say, towards infrastructure/social  development.</span></p>
<p><span lang="EN-IN"><span>3.<span> </span></span></span><strong><span lang="EN-IN"> Domestic  Joint</span></strong><span lang="EN-IN"> <strong><span>Ventures: </span></strong>Public-  private partnership and domestic energy companies should be permitted to enter  into joint ventures to create the financial leverages required to successfully  bid for overseas investments<em><span>.</span></em></span></p>
<p><span lang="EN-IN"><span>4.<span> </span></span></span><strong><span lang="EN-IN">Capacity building: </span></strong><span lang="EN-IN">capacity buildings have become necessary part of energy deals. Local  state companies should be made stakeholder. Tapping into energy resources in  countries that do not have sound oil and gas infrastructure and helping them  establish their own energy industries will bring about a win-win situation where  both are able to share the benefits.</span></p>
<p><span lang="EN-IN"><span>5.<span> </span></span></span><strong><span lang="EN-IN">Energy  diplomacy:</span></strong><em><span lang="EN-IN"> </span></em><span lang="EN-IN">Energy diplomacy also functions as an important boost for adopting  the going out strategy, an important part of the national development strategy  such a way to create a favourable international operating environment for energy  enterprises and to strongly encourage other enterprises to develop international  markets, increase sales of commodities, undertake engineering projects and to  promote the advancement of the technology and engaging in joint research and  development. Ministry of External Affairs should pay greater attention to  deepening political exchanges, as well as strengthening of economic and  commercial linkages with energy surplus countries.<strong><span> </span></strong>Sustained diplomatic Intervention and  follow-up with foreign governments with regard to efforts by our corporates both  in the public sector and private sector, to acquire energy assets overseas is  required.</span></p>
<p><span><span>6.<span> </span></span></span><strong><span>Joint venture with international  majors: </span></strong><span>Many  producing nation prefer to draw on the expertise of the western majors. Even  Indian PSus have developed a strategy of international cooperation with energy  majors the most advanced being with Shell, ENI and BG. The concept is that the  majors gain some access to India&#8217;s market in exchange for  cooperation elsewhere. However, as long as the Indian downstream market remains  fairly closed to foreign companies, such broad cooperation agreements are  unlikely to generate massive overseas investment opportunities for Indian PSUs  on a reciprocal basis. </span></p>
<p><span><span>7.<span> </span></span></span><strong><span>Leveraging our LOCs: </span></strong><span>Energy  surplus countries are increasingly beginning to leverage their resources for  promoting infrastructure development in their countries and it would be  important for us to not only pay attention to developing more intensive  political contacts with those countries through high level exchanges but also to  encourage Indian companies to secure greater involvement in capacity-building  and infrastructure development in those countries. To facilitate this task, we  should be prepared to leverage more effectively the instrumentalities available  to us, namely, concessional lines of credit and technical assistance. </span></p>
<p><span><span>8.<span> </span></span></span><strong><span>Two imports and one export  strategy: </span></strong><span>Pursuing a strategy called &#8220;two imports and one  exports&#8221; to strengthen its energy ties with energy producing country is an  important tool to acquire overseas energy assets. The &#8220;two imports&#8221; refer to oil  imports and capital to invest in the development of India&#8217;s  oil industry. The &#8220;one export&#8221; refers to India&#8217;s  investment in oil exploration and development projects in energy producing  country.</span></p>
<p><span><span>9.<span> </span></span></span><strong><span>Comprehensive research: </span></strong><span>Despite gaining some expertise, some  of the PSUs do not have a comprehensive set-up or database to assess targeted  assets, with the result that India ends up acquiring blocks that  are in the very high risk category. Neither are the exploration blocks acquired  in the bidding round examined in depth due to shortage of time available thanks  to lack of adequate research of the area. Therefore a Comprehensive Research set  up should be developed to take timely and positive beneficial  decision.</span></p>
<p><span><span>10.<span> </span></span></span><strong><span>Risk bearing and go out strategy: </span></strong><span> Recognizing the domination of international oil  companies India should take initiatives where  competition is minimal even if that means a high risk. <em><span>The risk factor may be managed by soliciting  strategic support from the government of the host countries.</span></em> The  government in turn should be insured by financial assistance and investments.  Thus state backed finance deals have been crucial in oil deals. </span></p>

<p><strong><span>New Delhi, 9th December 2010 </span></strong><span>– Electro Power  Systems SpA is officially launching in <a href="http://www.indiaprline.com/tag/india/" class="st_tag internal_tag" rel="tag" title="Posts tagged with India">India</a> ElectroSelf, the world&#8217;s first  entirely <a href="http://www.indiaprline.com/tag/self-recharging-fuel-cell-system/" class="st_tag internal_tag" rel="tag" title="Posts tagged with self-recharging fuel cell system">self-recharging fuel cell system</a> for backup power at India Telecom, New  Delhi (stand in hall 14). A preview of ElectroSelf was presented in February  2010 at Mobile World Congress 2010 in Barcelona and, after being successfully  trialed in Europe, Americas and Asia, it is now ready to pave the way to fuel  cell adoption overall India. </span></p>

<p><span>The trials, including those made  in India, proved that ElectroSelf generates significant savings for operators  and tower companies while overcoming the problems related to legacy solutions  (i.e. fuel logistics, frequent on-site checks and heavy maintenance).</span></p>

<p><span>ElectroSelf was designed to  deliver dependable backup power for mobile networks in any location whether  off-grid (thanks to its perfect integration with renewable sources), in  locations with unreliable power, or in extreme climates. The self-contained and  self-recharging fuel-cell system consumes only water, produces zero greenhouse  gas emissions and can be installed to backup renewable or mains power. It  releases mobile operators from much of the inconvenience of providing backup  power through gensets and batteries. It drives operating expenses down,  minimizes maintenance, eliminates diesel refueling or battery replacement costs,  and provides comprehensive remote power monitoring and control. </span></p>
<p><span>ElectroSelf gives operators an  opportunity to make a significant step towards greener networks and operations.  It is a completely clean technology with minimal CO2 emissions in manufacture  and zero CO2 or NOX emissions in operation. Unlike battery solutions it has no  hidden toxic waste disposal cost. It is particularly useful for off-grid  installations because it enables the storage of renewable energy, which is never  supplied constantly. For example, the fuel cell could store solar energy during  the day and then support the station during hours of darkness. </span></p>

<p><span>ElectroSelf is a closed system  which is completely self-recharging. During power outages it generates power by  combining Hydrogen (H2) and Oxygen (O2), producing only water as a by-product.  The power system engages automatically whenever external power fails. Whenever  power is available it generates its own hydrogen fuel by electrolysis of the  demineralized waste water from the power generation phase. It does this  automatically whenever there is external power available, keeping the H2 tank  full. </span></p>
