The new version includes many new features and enhancements to both Reactis and the Reactis for C Plugin. Bangalore, INDIA, [...]

The new version includes many new features and enhancements to both Reactis and the Reactis for C Plugin.

Bangalore, INDIA, [June 24, 2011]: AS RELEASED BY Reactive Systems, Inc. Cary, NC; June 23, 2011: Reactive Systems, Inc. announced the V2011 release of its Reactis® testing and validation package for Simulink®/Stateflow® models. The new version includes many new features and enhancements to both Reactis and the Reactis for C Plugin. Some highlights are as follows.

Reactis

A simplified Reactis Tester launch dialog makes it even easier to generate tests from a model. The user may now specify how long automatic test generation should last by giving a maximum run time or maximum number of simulation steps to take while constructing the test vectors. The old launch parameters are also still available.

When running Reactis-generated tests either in Reactis Simulator or in Simulink using the runtests utility, Reactis compares the values computed by a model for top-level output ports and for test points against the values stored in the test suite for those items. Any differences are flagged. Reactis has always supported a global tolerance for performing these comparisons to avoid flagging small rounding errors. A new feature in V2011 enables the specification of a different tolerance for each output or test point.

A new search facility lets you perform a text search of your model for strings matching a pattern you specify. You can easily search Simulink block names and parameters, Stateflow state names and actions, Reactis Validator objective names, configuration variable names, and C code (if you are using the Reactis for C Plugin).

Additionally in V2011:

•	Model initialization speed is improved for some models.
•	Right-clicking on a system in the hierarchy panel offers an option “Copy System Path” which will copy the system path of that subsystem to the clipboard.
•	When extracting a subsystem, the user can select whether or not to include any triggering mechanism for the subsystem in the extracted model.

The following Simulink features are newly supported in V2011:
•	Initial support for MATLAB R2011a models.
•	Newly supported blocks: Rate Limiter, Function-Call Split, Function-Call Feedback Latch.
•	Support enumerated types and values in S-Functions and Legacy Code blocks.

Reactis for C Plugin

V2011 also includes a number of new features in the Reactis for C Plugin. Some highlights are as follows.

•	Comments and inactive C code within #ifdef statements are colored differently to differentiate them from exercised code.
•	Improved reachability analysis to identify and highlight dead code.
•	Allow (small) numeric arrays to be added as watched variables.
•	Produce a warning if:
o	the result of an expression with no side-effects is ignored.
o	a non-void function does not return a value.
o	__declspec and __attribute clauses are used.

About Reactis: Reactis provides automated test-generation and model-validation capabilities for Simulink/Stateflow models of control software. The tool can be used to test for conformance between a model and implementation code, and it can also be employed to validate model behavior. Reactis is used at dozens of companies worldwide in the automotive, aerospace, and heavy equipment industries.

New component libraries and enhanced modeling environment reduce development time for more applications Bangalore, INDIA, [June 17, 2011]: AS RELEASED [...]

New component libraries and enhanced modeling environment reduce development time for more applications

Bangalore, INDIA, [June 17, 2011]: AS RELEASED BY Maplesoft™, Waterloo, Canada; Jun. 15, 2011: Maplesoft™ announced a new release of MapleSim™, the high-performance physical modeling and simulation software. With its broader application scope, streamlined modeling environment, and ability to efficiently simulate even more systems, MapleSim 5 makes it easier to tackle large projects and get results quickly.

MapleSim 5 comes with over 150 new components, including new libraries for magnetics and thermal fluids, which means the power of MapleSim can be applied to even more modeling projects. With these components, customers can use MapleSim 5 to quickly develop a wider range of applications, such as the solenoids in dialysis machines and fuel injection systems, saturating motors and transformers, and heat exchangers for machine cooling systems.

The MapleSim 5 interface includes many new and improved features to reduce model development time and help customers manage the complexity of their models. For example, enhanced diagnostic tools provide early feedback related to the definition of the model itself, such as identifying inconsistent initial conditions. MapleSim then provides assistance in resolving the problem, so corrections can be made before running the simulation. Other additions include increased control over parameters and initial conditions, easy export of 3-D animation simulation results, and streamlined design environments for building both model diagrams and 3-D model representations. The improved simulation engine in MapleSim can now generate highly optimized C code for all MapleSim models. This royalty-free code can be incorporated into other software in the toolchain.

MapleSim uses a fully developed symbolic modeling engine to handle all of the complex mathematics involved in the development of engineering models. This symbolic engine offers unique advantages that expand the modeling and simulation capabilities of engineers. Each MapleSim release further develops these capabilities, which include automatically generated model equations in full parametric form, equation-based custom components, optimized code generation for real-time systems, revolutionary multibody technology, and an interactive analysis environment that captures the full engineering knowledge that goes into each project.

“By leveraging symbolic computation technology, MapleSim offers unique advantages that enable our customers to succeed at very difficult design projects they simply cannot do with other tools,” says Laurent Bernardin, Executive Vice-President and Chief Scientist, Maplesoft. “MapleSim reduces model development time from months to days while producing high-fidelity, high-performance models. With MapleSim 5, our customers can apply those time and cost savings to even more projects, while further reducing the time needed to design their complex models.”

FRANKFINN FILED SUIT BEFORE DELHI HIGH COURT FOR PERMANENT INJUNCTION RESTRAINING INFRINGEMENT, DILUTION AND TARNISHMENT OF ITS TRADEMARKS, IN THE UPCOMING FILM “DUM MAARO DUM” RELEASING ON 22ND APRIL,2011

AND

ALSO SEEKING RETRACTION WITH DAMAGES FROM THE PRODUCERS OF THE FILM M/S RAMESH SIPPY ENTERTAINMENT AND FOX STAR STUDIO INDIA.

New Delhi, 19th April, 2011: Frankfinn Institute of Air Hostess Training, is the World’s No.1 Institute for providing Air-Hostess Training. In the month of June,2010 Fox Star Studio India approached Frankfinn for in film branding of its institute , by showing Bipasha Basu as one of the students completing her Air Hostess training course from Frankfinn Institute. Frankfinn initially agreed with the proposal and shared with the producers its Trade Marks, logos, images of Signage as well as students uniform. However during discussions, it was realised by Frankfinn that overall portrayal of Air Hostess in the film is not line with high standards of education, training and ethics imparted by Frankfinn, and hence it refused in writing the proposal of these renowned producers.

Comparison of Frankfinn Signage and Logo with the Signage used in the movie Dum Maaro Dum

However, on 11th of April, 2011, to its great surprise Frankfinn learnt through its creative design consultant in Mumbai that a logo and image deceptively and remarkably similar to that of Frankfinn has been used by such renowned and established film producers of Bollywood & Hollywood in their movie DUM MAARO DUM. They have done so despite clear cut refusal of proposal by Frankfinn in June 2010 itself and unambiguous instructions of Frankfinn to the producers that nothing should be portrayed in the said film as having any similarity to Frankfinn’s name, branding or uniform in any manner whatsoever.

The impugned twisting and dilution of Frankfinn’s trade mark by the film producers of such a stature is highly uncalled for. It seems to be an intentional malicious assault cutting at the roots of the Frankfinn’s business and is causing irreparable loss and injury to its reputation which Frankfinn has earned with years of hard work toil and expense of huge amount of money.

Delhi High Court has today admitted the injunction application of Frankfinn. The contentions placed by its counsel were duly considered and the court has taken cognizance and issued the notice to Mr. Ramesh Sippy and Fox Star Studio, the producers of the film, and others to be present in Delhi High Court on Thursday, 21st April, 2011.

Bietigheim-Bissingen, Germany, January 27, 2011 – The modular final assembly system FAStplant® from Duerr has proven itself since entering the market in 2004. The wide spectrum of applications for the system – ranging from automotive test plants to mass passenger car production, and from pre-assembly of aircraft wings to motor cycle manufacture – demonstrates just how versatile it is. Ongoing development on the basis of practical experience means that today FAStplant® can be utilized more flexibly than ever before.

Daimler was the first to put its trust in FAStplant® when it built a six module pilot plant at Sindelfingen (Germany) in 2004. Further test plants followed for Toyota at Valenciennes (France), Ford at Cologne and VW at Zwickau (both in Germany). This was because the rapid installation and high adaptability characteristics of FAStplant® make it particularly suitable for test programs involving a variety of models and prototypes.

The first customer, Daimler, relocated its FAStplant® system three times within a period of six years and is now utilizing it at its fourth location. Other OEMs, such as BMW and Audi, have opted for FAStplant® for smaller production series: Audi has been assembling the R8 sports car with the system at Neckarsulm (Germany) since 2006, and at Chennai (India) several different BMW models have been produced very flexibly on a CKD assembly line there since 2007. The first mass-production chassis line – incorporating 80 FAStplant® modules and including 58 hangers with infinitely adjustable height regulation – was built by GM at San Luis Potosi (Mexico). This American manufacturer has been producing 100,000 vehicles per year there since 2009.

The FAStplant® system, which is based on a simple modular principle and allows pre-fabricated and tested modules to be combined freely to form assembly lines, is proving to be increasingly convincing in other industrial branches too. A motor cycle manufacturer is currently having new concept FAStplant® utilities modules installed so that work stations are uniformly equipped. This system user is introducing FAStplant® on a worldwide basis and is capitalizing on the system’s strength – simplicity of production capacity adaptation around the globe.

FAStplant® is not affected by roof load restrictions, so simple, low cost building concepts can be implemented regardless of the size and weight of the product involved. A newly developed heavy duty module has made it possible to transfer FAStplant® technology to aircraft production. Two assembly lines, incorporating 130 modules and with a total length of more than 1.2 km, went into operation for Lockheed Martin at Fort Worth (USA) in March, 2010. For the first time in aircraft manufacture, wings are being assembled in pulse production there. The wings can even be turned on their own axis so that special assembly processes can be carried out.

The diversity of these FAStplant® projects shows just how vital it is for system users to be able to modify manufacturing lines easily and to adapt production quickly and optimally to suit changing market situations.

Duerr is a mechanical and plant engineering group that holds leading positions in the world market in its areas of operation. It generates a good 80% of its sales in business with the automotive industry. It furthermore supplies the aircraft, machinery, chemical, and pharmaceutical industries with innovative production and environmental technology. The Duerr Group operates in the market with two divisions. The Paint and Assembly Systems division supplies production and painting technology, especially for car bodies. Machinery and systems from the Measuring and Process Systems division are used in engine and transmission manufacturing and in final vehicle assembly, among other areas. Duerr has 48 business locations in 21 countries worldwide. The Group achieved sales of € 1.1 billion with approximately 5,700 employees in 2009.

CII WELCOMES THE DEFENCE PRODUCTION POLICY. “The new policy has the potential to affect a positive change to the industry’s’ engagement in defence production- CII”

CII has welcomed the newly released Defence Production Policy and has appreciated the remarkable work done by the Ministry of Defence (MOD). Having a prime aim of self-reliance in defence, the first ever Defence Production Policy covers a wide spectrum of defence production related issues. The release of Defence Production Policy has created a wave of positive reactions from the industry.

The objectives of the policy are to achieve substantive self reliance in the design, development and production or equipment/weapon systems/platforms required for defence in as early a time frame as possible; to create condition conducive for the private industry to take an active role in this endeavour; to enhance potential of SMEs in indigenization and to broaden the defence R&D base of the country.

The policy also mentions creation of conducive conditions to encourage pro-active participation of the Indian Defence (private) industry. However, the policy does not clearly highlight a level playing field for the private industry. In a CII-MOD Interaction, MOD has solicited views from the industry to make the policy more effective. The Officials from the MOD indicated that the ‘Make’ procedures would be further streamlined sooner. CII was also requested to give its recommendations on ways and means by which the ‘fund’ for the R&D would be most appropriately implemented. As regards the yearly review of progress of ‘Self Reliance’, industry was requested to provide inputs on parameters to measure the level of Self Reliance’ achieved.

Mr Satish K Kaura, Co-Chairman, CII National Defence Council stated ‘the release of Defence Production Policy is very encouraging. The policy has the potential to affect a positive change to the industry’s’ engagement and involvement in defence production. CII expects that all the major concerns of the industry would be adequately addressed by the MOD.’

Mr Gurpal Singh, DDG, CII stated ‘Private sector is ready to take up challenges of any intensity and magnitude provided assured returns for the investment are guaranteed”.

Today the 15th Jan 2011, New Delhi : Airports Authority of India (AAI) under a MoU with Indian Air Force (IAF) has today installed a new Instrument Landing System (ILS) at Chandigarh airport. The installation of ILS; despite adverse weather conditions and involving major infrastructure issues and meeting stringent ICAO standards, has been completed in a record time of one and a half month. The ground and air calibrations have been completed on 14th Jan 2011 by the Flight Inspection Unit (FIU) unit of AAI and the same is being submitted to DGCA for acceptance. With the present approach lighting aids the ILS can facilitate landing of aircraft with visibility criteria of 1.2 Kms. and this, over a period of time, can been improved further with corresponding improvements in the approach lighting system.

AAI under a continuous process of improvement of CNS and ANS infrastructure in the country, including the Defence airfields, has taken up such projects in the past, the recent being the ILS facility at Srinagar Airport where the DGCA clearance has been received on 13th Jan 2011. ILS has also been installed at Kanpur and flight has been inspected.

The complete process was closely monitored and steered by the Chairman AAI Shri V.P. Agrawal.

11 JANUARY 2011 (PRESS RELEASE BY AIRBUS); India’s largest low-cost carrier, IndiGo has signed a Memorandum of Understanding for 180 eco-efficient Airbus A320 aircraft of which 150 will be A320neo’s and 30 will be A320s. It is the largest single firm order number for large jets in commercial aviation history, and also makes IndiGo a launch customer for the A320neo. Engine selection will be announced by the airline at a later date.

The A320neo, available from 2016, incorporates new more efficient engines and large wing tip devices called Sharklets delivering significant fuel savings of up to 15 percent, which represents up to 3,600 tonnes of CO2 annually per aircraft. In addition, the A320neo provides a double-digit reduction in NOx emissions and reduced engine noise.

“This order for industry leading fuel efficient aircraft will allow IndiGo to continue to offer low fares,” said Rakesh Gangwal and Rahul Bhatia, co-founders of IndiGo. “Ordering more A320s was the natural choice to meet India’s growing flying needs. The opportunity to reduce costs and to further improve our environmental performance through the A320neo were key to our decision.”

“The A320 Family is the recognised market leader. The A320neo, offering maximum benefit for minimum change, will ensure that this continues to be the case for many years to come,” said John Leahy, Chief Operating Officer Customers. “This order positions IndiGo to take full advantage of the predicted growth in Indian air travel and we are delighted that they continue to build their future with Airbus.”

The A320 Family (A318, A319, A320 and A321) is recognised as the benchmark single-aisle aircraft family. Some 6,800 Airbus A320 Family aircraft have been ordered and some 4,500 delivered to more than 310 customers and operators worldwide, making it the world’s best-selling single-aisle aircraft family. With 99.7% reliability and extended servicing periods, the A320 Family has the lowest operating costs of any single aisle aircraft. The A320neo will have over 95% airframe commonality with the A320 Family whilst offering up to 500nm (950 km) more range or two tonnes more payload.

New Policy takes concrete steps towards liberalizing offsets and fast tracking the existing procurement procedures: CII-PWC Analysis. The Defence Procurement Policy 2011, released on the Ministry of Defence website on 6th January 2011, supersedes the earlier DPP-2008; the new policy will take effect from January 1 2011.

The new offset policy accepts a key request of foreign as well as Indian vendors in the aviation and homeland security sectors by expanding the existing list of offsettable products to include internal security and civil aircraft. These are adjacent markets to the defence sector with similar products where growth of one has the ability to affect the other. By allowing these products, the confusion which prevailed regarding their acceptance has been removed, besides improving our ability to absorb offset obligations. A number of SMEs which are in the field of homeland security are bound to gain from the new offset policy.

Comprehensive growth of an aerospace industry, related services such as Engineering R&D, MRO and Training also need a boost. Though all these have been permitted as offsets since 2007, there existed an unexplained confusion regarding training services, including simulators. Inclusion of these services has been a demand of the armed forces and DPP 2011 has finally formalized them.

The DPP, however, does not address a number of expectations of the Indian Industry in the form of allowing TOT and extending the time limit of banking of offsets. The “Make” and “Buy and Make Indian” categorizations were introduced to encourage domestic industry. The procedures under these categorizations however, are very cumbersome in their original form and to date, not a single proposal under these categories has fructified. Unfortunately, the new policy has not made any attempt to simplify them.

On the positive side, DPP 2011 introduces a number of measures to make the acquisition process industry friendly and to increase transparency. The Government has finally addressed a long standing demand of Indian industry by making the Exchange Rate Valuation clause applicable for Rupee contracts with Indian vendors in Buy Global cases, thus providing protection against currency fluctuation. This would partially level the playing field for Indian industry when it competes with foreign OEMs. Further, as per RBI Policy, the base rate of RBI has been replaced by the prime lending rate. Performance and warranty bonds have been clubbed at 5%. This would save the industry from the expenditure to be incurred on two separate bonds. Similarly, with the Integrity Pact bank guarantee being linked to the validity of the commercial offer, vendors need not deposit the same for five years.

Participating in Fast track procedures has been made more convenient for the industry by providing an additional grace period of 30 days for submission of technical/commercial offer and removing the penalty of blacklisting for non performance.

The new DPP has also introduced limited measures to cut down procurement time. In case a RFP is retracted, the original Acceptance of Necessity (AON) will now remain valid provided the subsequent RFP is issued within one year, thus removing the need to go back to the DAC a second time. Further, nomination of the agency to absorb Maintainance TOT will be carried out by the Department of Defence Production (DDP) early in the categorization process (at the SCAPCHC stage) and timelines for milestones have been cut down and given in weeks in place of months. These are small measures to speed up the procurement process but may only affect a limited number of cases. Inclusion of officers with adequate seniority in Technical Oversight Committee or increasing the grace period for trials to may not have any significant impact in anyway.

The stress of the ship building policy appears to be to fast track and monitor the progress of projects allotted to DPSUs. The ship building procurement policy has now been divided into two different sections, one for acquisition by nomination to DPSUs and another for acquisition on a competitive basis. The procedure for procurement of ship-borne equipment for ships being constructed by DPSUs has also been modified, where by all weapons and related sensors purchases whether indigenous or imported will now be done through technical negotiations/price negotiations by a committee constituted by the shipyard with representatives of the Navy, MoD (Finance), and DDP. Moreover, an Apex Steering Committee will now be constituted under the chairmanship of Secretary (DP) to review and monitor the physical progress of the project with specified reference to performance against laid down milestones. It is hoped that these amendments will not insulate DPSUs from competition but instead place greater accountability on them.

Mr Gurpal Singh, Deputy Director General, Confederation of Indian Industry (CII) stated that ‘It can be seen as a move towards fast tracking the existing procurement procedures, facilitating absorption of offsets and introducing industry friendly procedures. As far as measures for indigenization or achieving a level playing field for domestic private industry is concerned, DPP 2011 does not live up to expectations.’

Mr Dhiraj Mathur, Aerospace and Defence Leader, PricewaterhouseCoopers stated that ‘The revised DPP reflected the Government’s consistent effort to rationalize and make transparent Defence acquisitions. The change in offset policy is welcome. Adding Civil Aerospace and internal security reflects pragmatism as it will assist development of our industry in both the sectors, while also improving our ability to absorb offsets. ‘

A new report on “Indian Aerospace Industry Analysis” which presents a complete and coherent analysis of the Indian Aerospace industry has been added by Bharatbook.

Indian Aerospace Industry Analysis

Indian aerospace industry has witnessed an impressive growth during the past few years, with major contribution from the civil aviation segment. The market has been strongly supported by the government and private sector participation, which fueled domestic and international passenger arrivals and acted as catalyst for the overall industry growth. Availability of skilled manpower along with favorable business environment will position India as one of the most attractive investment destinations in the coming years. ( http://www.bharatbook.com/detail.asp?id=167560&rt=Indian-Aerospace-Industry-Analysis.html )

According to our latest research report “Indian Aerospace Industry Analysis”, India is the 9th largest aviation market in the world.

Mistral announces solutions based on Curtiss-Wright’s New COTS-based RADHARD Ready™ Initiative. New approach to development of COTS-based Radiation Resilient VME/VPX Boards cuts cost, speeds time-to-market

Bangalore, Thursday, 11th November 2010 – Mistral Solutions Pvt. Ltd., a leading provider of complete technology solutions and professional services in the embedded space, today announced Curtiss-Wright’s (CWCEC) new RADHARD Ready™ COTS technology development initiative, which applies the principles of embedded COTS product design to military applications that have to perform/survive and function following exposure to otherwise damaging gamma and neutron radiation events.

RADHARD Ready™ COTS products are a better alternative to today’s costly radiation hardened products, designed to meet the most extreme and highest levels of radiation exposure. Products developed with the help of RADHARD Ready™ satisfactorily address a large percentage of today’s applications that need a lesser range of radiation tolerance. These products use significantly less expensive COTS components.

Many of the radiation-hardened products presently available in the market are designed for space deployment and incorporate features and techniques intended for the most extreme radiation exposure. For a wide range of defense and aerospace applications, this expensive, highest level radiation-hardened design is far beyond what their system requires. RADHARD Ready™ offers system integrators with a more cost-effective selection of product options that better fit their needs.

The RADHARD Ready™ radiation mitigation methods have been successfully tested and evaluated on several PowerPC-based VME boards at White Sands Missile Test Range (WSMR) in New Mexico. The RADHARD Ready™ versions are currently available for the 6U SVME/DMV-183 and SVME/DMV-184 SBCs from Curtiss Wright A RADHARD Ready™ Test Report is available upon request from the CWCEC factory.

Reduced Time-to-Market

MapleSim 4.5 has been released by Maplesoft - offers Modelica import capabilities and an enhanced simulation engine. The Models with discrete events can run over 100 times faster in MapleSim 4.5 says Lanika Solutions the leading provider of high-performance technical software in India.

Bangalore, INDIA; 29 October 2010: Lanika Solutions is pleased to announce the launch of MapleSim™ 4.5, released by Maplesoft. MapleSim 4.5 is the latest version of the high-performance physical modeling and simulation tool. Based on advanced symbolic computation technology, MapleSim is an advanced engineering software tool for design, modeling, and high-performance simulation, including real-time and hardware-in-the-loop applications. Unlike traditional, numeric-based modeling tools, the unique symbolic approach of MapleSim exposes and provides access to the model equations.

The latest release includes enhanced support for Modelica®, an open standard for describing physical models and components that forms the basis of many components in MapleSim. With MapleSim 4.5, engineers can now access new collections of components using the Modelica import feature, seamlessly including third-party Modelica libraries and their own custom Modelica components in their MapleSim models. Libraries, components, and models based on the electrical, 1-D mechanical, signals, and thermal heat flow domains from the Modelica 3.1 Standard Library can be easily imported into MapleSim and included with standard MapleSim components and models. Other enhancements include the ability to convert older MapleSim models to use Modelica 3.1, the latest version of the Modelica Standard Library, so that these models can take advantage of the latest improvements.

MapleSim 4.5 includes an improved simulation engine that can readily simulate continuous models with discrete events. The enhanced engine handles a much larger class of these systems than earlier versions, and shows significant performance improvements for existing hybrid discrete/continuous models. With the improved engine, MapleSim can now handle models that include hundreds of events. Models with discrete events will often run 10 times faster than in MapleSim 4, with some models running over 100 times faster. The improved simulation engine also results in reduced formulation times for large continuous models, shortening the time the engine requires to prepare the model for simulation.

“With the expanded support for Modelica in MapleSim 4.5, and its increased capacity for modeling continuous systems with discrete events, engineers and researchers can apply MapleSim’s time-saving techniques to even more of their design problems, while educators can introduce students to an even wider variety of realistic examples,” says Dr. Laurent Bernardin, Chief Scientist and Executive Vice President of Research and Development at Maplesoft. “MapleSim helps engineers deal effectively with the increasingly complex designs found in advanced engineering projects, and helps students prepare to meet these challenges.”

“The improvements with MapleSim 4.5 demonstrate Maplesoft’s commitment in developing innovative products that benefit the engineering and scientific community.” says Zakir Hussain, Director of Lanika Solutions. “With the improvements in the product, our customers will greatly profit by significantly reducing their development cycles and solving complex design problems with ease.”

New Delhi, 15th October 2010, “Indian private industry should move from fringes to mainstream,” observes Air Chief Marshall, PV Naik, Chief of Air Staff while speaking at the brochure release ceremony of the 5th International Conference on Energizing Indian Aerospace: Achievements and Future Strategies, organised by Confederation of Indian Industry (CII), here today. He further said that Indian Air Force has been recommending private sector’s participation in defence industrial base and indigenisation. However, the progress has been a restrained one. Private sector entrepreneurship and innovation can help augmentation of R&D base and creation of system integration capabilities. The Air Chief further stated that the Defence Production Policy is in the pipeline with the prime objective of creating a level playing field for the private industry.

The Air chief also pointed out divergent views on the FDI limit in the country. He suggested a case-to-case basis on FDI limit may be considered. In response to a query, whether the three key agreements, CISMOA, BECA and LSA would affect Indian Air force Capabilities, the Chief said that it will not make a substantial difference in the operational capability of the Indian Air Force.

Air Commodore Jasjit Singh, Director CLAWS stated that in order to achieve 9 percent annual growth rate, aerospace sector, if paid adequate attention, can be a contributing factor. Aerospace sector requires a lot of high-end technologies. We need to concentrate on high-end technologies which can further uplift peripheral technologies.

Mr Satish K Kaura, Co-Chairman CII National Council on Defence and Chairman Samtel Group observed that, “Aerospace sector has tremendous scope for various industries. In the years to come, Asia is going to be the nerve centre of sale of Maintenance Repair and Overhaul (MRO) deliverables. There are enormous opportunities in this field and more are likely to be generated.” IT industry has a great potential in avionics, and construction companies can take up upgradation of airports.

Mr Gurpal Singh, Deputy Director General, CII, stated that CII wish to accelerate the reform process in the defence sector. He said that the effective implementation of the defence offset policy can facilitate the absorption and indigenisation of foreign aeronautic technologies that accrue to the country by way of offset deals.

New Delhi, 5th October 2010, “Corps of Signal is making comprehensive reappraisal of its information infrastructure by upgrading and building resilient and homogenous Strategic and Technical Communication Networks to transform Indian Armed Forces into Net centric warriors,” said Lt Gen P Mohapatra, AVSM, ADC, SO-in-C while delivering welcome address at the curtain raiser ceremony of Defcom India 2010, a joint initiative of CII and Corps of Signals, Indian Army at Hotel Oberoi. The ongoing transformation process in the infostructure has enormous potential for Indian defence industry. Indian industry has to actively and constructively play a pivotal role in realising the aim of network centric transformation.

Maj Gen A K Srivastava, VSM ADG Tactical Communication stated that Defcom India 2010 provides an excellent platform to stimulate innovative thinking and engender a wider and more common understanding of the tenets of net centricity not only within the Indian Armed Forces but also across the defence industry, academia and R&D organisations. He highlighted that defence industry can meet up qualitative and quantitative requirements of Indian Army by being consistent and competitive. Deliverables should be delivered as per the time schedule.

“Defence Communication is a multi-billion dollar sector and requires greater participation of industry” said Mr Chandrajit Banerjee, Director General, CII. He further stated that the total worth of defence communication is estimated at between Rs 30,000 to Rs 40,000 crore. Tactical Communication System (TCS) project has already come through after years of consistent efforts of the stake holders. More communication projects such as Network for Spectrum (NFS) Defence Communication Network (DCN) are also in the pipeline.

He elaborated that Private industry will not only meet the qualitative requirements of Indian Armed Forces but also deliver the project on the time bound manner. Given the fact that Indian Armed Forces have bases across the length and breadth of the country and even in the high seas (India’s Exclusive Economic Zone), similar (huge) projects with different requirements are likely to come for all three services.

Mr Gurpal Singh, Deputy Director General, Confederation of Indian Industry stated that the industry is enthusiastic after receiving the EOI for the TCS project. He further said that there is enough scope for all. The TCS project can absorb innovation of SMEs, products of component manufacturers and final products furnished by system integrators. Several Indian companies have also entered into communication hardware development and more are likely to join them. Indian industry is geared up to take up the challenge of meeting the requirements of the armed forces. DEFCOM 2010′s theme would be “Converged Infostructure for a Transformed Force.”

New Delhi, India, 21st September 2010: “It will be my endeavor to create a level playing field to both the public and private sectors leading to an enhanced domestic capability and ensure that greater opportunities are given to Indian entrepreneurs “said Mr. M M Pallam Raju, Hon’ble Raksha Rajya Mantri, Government of India, in his address at the 3rd International seminar on Battlefield Management System (BMS), “The Power to the Edge”.

‘The offset policy in DPP is sure to provide a fair playing ground to both the public and private sectors leading to an enhanced domestic capability” said Mr. Pallam Raju.

Speaking at the two day seminar organized by Confederation of Indian Industry (CII) along with Directorate General Information Systems he added that BMS will be the precursor of similar systems for our Para Military forces. To thwart threats other than war, Indian Army is aiming for full spectrum dominance. BMS will also address the counter-terrorism, counter-infiltration requirements and will act as a force multiplier. Mr. Raju was confident that the Indian industry will be able to develop such a system for the armed forces. Mr. Raju also inaugurated a capability exhibition which was oraganised parallel to the seminar

Gen V K Singh, PVSM, AVSM, YSM, ADC, Chief of Army Staff said that

all future operations are going to be joint operations and that the net centric concept is not just restricted to a single arm or service. To get the desired level of synergy, the flow of correlated and intelligent information between the three services is essential. To translate any joint doctrine into action, interoperatibility between the Army, Navy and Air Force is crucial. The Indian players will be able to develop acceptable solutions in the required time frame. He further added that a dynamic voice and data communication capability would be the heart of BMS.

Lt Gen V S Tonk, AVSM, DCOAS (IS&T), Integrated HQs of Mod (Army) said that in the course of developing the BMS many challenges will have to be overcome including integrating diverse systems. BMS will have to exchange information with Tac C31 systems and FINSAS of infantry.

Mr. Satish K Kaura, Co-Chairman CII National Defence Council and Chairman Samtel Group said Indian industry has come of age and is making forays into newer sectors, defence being one of them. However private sectors capabilities and potential have not been exploited fully. CII is committed to strengthen industry’s partnership with Indian Army.

Mr. Rahul Chaudhary, Chairman, CII Defence Sub-committee on R & D, Technology & Indigenization and CEO Tata Power SED said that relevant, accurate, timely network centric tools are going to be very important for all the three forces.

DGIS Newsletter was released on this occasion by the Hon’ble minister.

This international conference was attended by participants from more than 10 countries.
